Texas Municipal Clerk of the Year Award

A Texas Municipal Clerk of the Year has selected annually since 1963. Nominees must meet the following requirements.

  1. A municipal clerk who has been an active member of TMCA for at least five years.
  2. Must have provided service to other municipal clerks on a local level where the opportunity exists, or on a state level.
  3. Must have exhibited leadership abilities.
  4. Must have the Texas Registered Municipal Clerk Certification.
  5. Must currently hold a municipal clerk position.

Nominees are submitted to TMCA's Municipal Clerk of the Year Committee; a nomination form is made available in the March issue of TMCA NEWS. The Municipal Clerk of the Year Committee scores nominee applications on years of municipal service, years of TMCA membership, TMCCP certification/recertification achievements, TMCA service, local chapter service, special projects service, IIMC service, and participation as instructors or conveners in TMCA, local chapter, and IIMC education sessions.

The nomination form is available in March. Nominations are due by July 15, 2020 (the nomination is usually due June 15, but the deadline has been extended in 2020 to accommodate any delays due to the Covid-19 pandemic). The Texas Municipal Clerk of the Year is announced in the autumn at the Annual TMCA Awards Banquet—held at the TMCCP Graduate Institute Seminar.

Municipal Clerk's Office Achievement of Excellence Award

The Municipal Clerk's Office Achievement of Excellence Award was designed to recognize excellence in the effective and efficient management of resources in a municipal clerk’s office. The first recipients were awarded in 2020.

The Municipal Clerk’s Office Achievement of Excellence Award is open to all offices of Texas Registered Municipal Clerks and the municipality they represent.

It is required that each office submitting an application for the award have at least one staff person in the office who has achieved their Texas Registered Municipal Clerk designation by time of application. Application for the Municipal Clerk’s Office Achievement of Excellence Award requires a complete application packet (including all required documentation) and the application fee to be received by the TMCA office by the Dec. 31 deadline to qualify for consideration.

TMCA’s Award of Excellence Committee will review entries for completeness. Incomplete applications will not be considered. A municipal clerk’s office will be awarded the Achievement of Excellence Award based on whether or not they met the criteria in nine of the twelve stated standards.The municipal clerk's office need not provide all services indicated in each standard, but shall include documentation demonstrating achievement of each standard selected. Once awarded, the Municipal Clerk's Office Achievement of Excellence Award covers a period of two years.

The application form is available to be submitted from Oct. 1-Dec. 31. The person submitting the application will be advised of the Committee’s decision no later than March 31.

 

Emerging Leader Award

TMCA's Emerging Leader Award is new in 2020. This award recognizes an individual who has demonstrated outstanding leadership skills that exemplify TMCA’s mission and/or vision. The act of leadership can be through service to the nominee’s city, citizens, TMCA chapter, or to the municipal clerk profession. TRMC certification is not required; however, all nominees must be current members of TMCA and enrolled in the Texas Municipal Clerks Certification Program or have earned the TRMC. Current TMCA board members are not eligible for this award. Nominations for this distinct award can be submitted by anyone (i.e. mayor, councilmember, supervisor, friend, or citizen).

The deadline to submit nominations is July 15, 2020. The Emerging Leader Award winner is selected by the TMCA Awards Committee; the winner is announced in the autumn at the Annual TMCA Awards Banquet—held at the TMCCP Graduate Institute Seminar.

Distinguished Service Award

The Distinguished Service Award is awarded in recognition of an individual who has distinguished themselves by making a significant contribution throughout their career to promote the municipal clerk profession, TMCA, Inc., and their peers. Nominees must be a TRMC, have been a member of TMCA for at least ten years (members are eligible up to two years after retirement), and must have demonstrated a significant contribution to the city secretary profession, their community, or to TMCA.

The deadline to submit nominations is July 15, 2020. The Distinguished Service Award is selected by the TMCA Executive Board; the winner is announced in the autumn at the Annual TMCA Awards Banquet—held at the TMCCP Graduate Institute Seminar.

President's Choice Award: TMCA Chapter of the Year

The current TMCA president chooses an annual Chapter of the Year from one of the 17 TMCA chapters. The purpose of the award is to recognize a chapter that has provided its membership with the best overall programs, activities, and benefit over the past year. TMCA chapter officers or members are encouraged to submit a summary to the TMCA president that includes the chapter’s service that year to its members in the area of education and professional development, and any other ways it has been a benefit to its members. The first Chapter of the Year Award was presented in 2019.

The Chapter of the Year Award is presented in the autumn at the Annual TMCA Awards Banquet—held at the TMCCP Graduate Institute Seminar.

 

President's Choice Award

TMCA’s President’s Choice Award is presented each year by the current TMCA president. Up to two awards may be given annually. While there is no predetermined criteria for the award, the president shall state why the recipient(s) was selected. The award is generally presented for exemplary service, persistence through adversity, support to others, or other acts that are considered beyond the bounds of what is generally expected. The first President's Choice Awards were presented in 2019.

The award(s) is presented in the autumn at the Annual TMCA Awards Banquet—held at the TMCCP Graduate Institute Seminar.

 

Honorary TMCA Membership

Honorary TMCA Membership is awarded in recognition of an individual who has performed exceptional services for the Association and for the improvement of municipal clerks and/or city secretaries. Awardees are not subject to annual membership dues.

The deadline to submit nominations is July 15, 2020. New Honorary TMCA Members are announced in the autumn at the Annual TMCA Awards Banquet—held at the TMCCP Graduate Institute Seminar.

Lifetime TMCA Membership

Lifetime TMCA Membership is awarded in recognition of a member’s significant contributions to the city secretary profession and in advancing the goals of TMCA, Inc., and TMCCP. Individuals become eligible for nomination after retirement and 10 years of active membership in good standing with the Association. Awardees are not subject to annual membership dues.

The deadline to submit nominations is July 15, 2020. New Lifetime TMCA Members are announced in the autumn at the Annual TMCA Awards Banquet—held at the TMCCP Graduate Institute Seminar.
